Certified Payroll
Certified Payroll is where you turn a week of project hours into a WH-347 report you can download, certify, and hand off. You set up a project once, then compute a run per week-ending date — entering worker hours yourself or pre-filling them from a native payroll run. The same entitlement also opens Subcontractor Insurance, where you track your subcontractors' certificates and get told before one lapses.

Setting up a project
- Open Certified Payroll (WH-347) and select New Project.
- In New Davis-Bacon Project, enter the Project Name. This is the only required field.
- Add the Project Number, Contract Number, and Awarding Agency if you have them. A project with none shows as No awarding agency in the list.
- Set Prime or Sub — Prime Contractor or Subcontractor — and the County and State.
- Select Create Project. It appears under Projects; select View Runs to see its runs.
Classification rates, zones, and apprentice ratios are configured in the Union add-on and are read by certified payroll when they exist. See Union & Labor Compliance.
Computing a run
- From a project, select Compute Run, or open Compute WH-347 Run directly.
- Under Run Details, choose the Project, set the Week Ending date, and enter a Payroll Number and Fringe Election.
- Optionally use Import from payroll run: pick a run under Select a payroll run… and select Import to pre-fill workers, pay, and deductions from a native payroll run. SaaSy shows the reg and OT hours that run recorded across all jobs as guidance, and any on-file hourly rate as guidance only. You still enter the hours for this project yourself.
- Under Workers, select Add Worker for each person. Enter the Worker Name and, if you want a specific rate resolved, the Classification ID (UUID, optional) — leave it blank to use the default rate.
- For each worker, use Daily Hours to add a row per Date (YYYY-MM-DD) with ST hours and OT hours. Select Add day for more rows.
- Under Deductions, select Add deduction and give each one a Label (e.g. dues, fed_tax) and an Amount ($).
- Select Compute Run. Cancel or Back to Certified Payroll leaves without computing.
Reviewing and exporting a run
The run detail page shows the week-ending date, payroll number, worker count, and total gross.
- WH-347 Worker Rows lists each worker with SSN (last 4), ST hrs, OT hrs, Rate, OT Rate, Gross, Deductions, Total Ded., and Net.
- Apprentice Ratio Compliance compares journeyman and apprentice hours per classification and date against the ratios you recorded in the Union add-on, marking each row OK or Excess. Workers must be marked as apprentices when computing the run for this table to have data.
- Statement of Compliance shows the fringe election, Box 4(a) - Paid to Plans (per hour), and Box 4(b) - Cash in Lieu (per hour).
- Select Certify to mark the run certified. Certified runs display as Final with the certification date.
- Export with Download WH-347 (CSV), Export for LCPtracker (CSV), or Compliance pack (ZIP).
Tracking subcontractor insurance
Subcontractor Insurance opens with the same entitlement as certified payroll.
- Select Add COI.
- Enter the Subcontractor, Coverage type, and Carrier.
- Set the Effective date and Expiry date, then the Coverage limit and any Notes.
- Save the record. The summary cards at the top count Active, Expiring within 30 days, Expired, and Total certificates, so a lapse on an active job surfaces before it happens.
Availability
Certified Payroll requires the certpay entitlement. It is included free with every SaaSy plan. If
you are not on a plan that carries it, you can buy it standalone for $99/mo — the gate page offers
Buy Certified Payroll — $99/mo and sends you to checkout.
The same certpay entitlement covers Subcontractor Insurance. If you are not entitled, that page
still renders its header but replaces the content with a note that COI tracking is part of the
construction compliance module.
Certified payroll is independent of the paid Union add-on. It is a compliance report, not a second
payroll engine — the pay data comes from your payroll runs. Some gate messages on these pages still
refer to the Union Dues add-on; the entitlement that actually controls access is certpay.
